A format that outlived the thing it existed for
FLV was built to be played by the Flash plugin, and for roughly a decade that was how video worked on the internet. Flash was retired at the end of 2020, browsers removed it entirely, and FLV went with it. What is left is a lot of files sitting on old hard drives that nothing will open.
Converting to MP4 brings them back. The video inside an FLV is often H.264 already, in which case the conversion is quick, though the container is different enough that a rewrap is rarely as clean as it is with MOV or MKV.
Be realistic about how the result will look. FLV files come from an era of slow connections and small players, so they are usually 360p or 480p and were compressed hard to stream over the internet of 2008. The MP4 will play everywhere, and it will look exactly as good as the FLV did, which is to say not very. There is nothing a converter can do about that.

- No. The detail was discarded when the FLV was first encoded, and no conversion can put it back. Converting makes the file playable, not better.
- Is the video inside an FLV H.264?
- Often, on later files. Earlier ones carry Sorenson Spark or VP6, which are long dead and genuinely have to be re-encoded.
